      Disposition of Fixed Assets in the Integration of Mineral Resources

      In 2020, as the mining license of Company A approached expiration, the County B government initiated the consolidation of mineral resources in the local stone mines. As a result, Company A’s mining area was included in the integration plan. The mineral resources management department subsequently declined Company A’s application for mining rights renewal and instructed the company to await the completion of the integration process.

      Over the years, Company A had made significant investments in infrastructure for granite mining and processing, including the construction of mine roads, electricity, water supply, environmental protection facilities, and the purchase of mining production equipment. Additionally, the company established supporting sandstone window sills processing plants, resulting in substantial fixed assets. Consequently, the government’s approach to handling these fixed assets became a critical factor affecting the company's survival.

      Under the current mining rights transfer policy, the mineral resources management department of County B is required to publicly transfer newly established mining rights through bidding, auction, or listing as part of the mine integration process. As the original holder of mining rights, Company A faced uncertainty regarding its ability to secure new mining rights competitively. If unsuccessful, its fixed assets would become unusable, leading to significant financial losses.

      After thorough research, the People’s Government of County B and the mineral resources management department decided to include the fixed assets formed by Company A's investment in the transfer process under the "net mine transfer" policy. This policy requires new mining rights bidders to purchase these assets.

      A key point of discussion was whether supporting processing plants should be included in the asset assessment scope. While some stakeholders initially raised objections, further analysis and evaluation led the People’s Government of County B and the mineral resources management department to approve their inclusion. A professional organization was subsequently hired to conduct an asset evaluation and issue a formal assessment report.
