Any bluestone kerb blocks or cobblestone slabs removed from an existing street or pavement at the expense of the city shall become the property of the city and shall be delivered to the location indicated by the site manager. If the installation or replacement of a sidewalk or sawn bluestone kerb is carried out by a property owner or his agent, they must obtain all necessary permits from the State of Newburgh and / or the New York Department of Transportation.
